Can Spirituals gain wings? Additionally, would non-flight-capable wings count as a new power or a physical change?

I want to give Benji six non-flight-capable wings because of Reasons (it's a Seraph thing) but I wasn't sure if it's okay/if I need to wait for a new power slot.
